Humberto Ochoa-Domínguez received the Ph.D. degree in electrical engineering from The University of Texas, Arlington in 2004. He is currently working as a professor of computer and electrical engineering in the University of Ciudad Juárez (UACJ), México. He has published extensively and is a reviewer for referred journals. He is an IEEE member and a consultant for the academy and the industry. Humberto has supervised several masters and doctoral students and served as external examiner for M.S. and Ph.D. students. He is also a reviewer of research proposals from the industry. He has published the books: H. O. Dominguez and K. R. Rao, "Discrete cosine transform", II Edition, CRC-Press, Taylor and Francis, 2019. H. O. Dominguez and K. R. Rao, "Versatile video coding", River Publishers, 2019. K. R. Rao and H. O. Dominguez, "JPEG series", to be published.

He is now working as a professor of electrical engineering in the University of Texas at Arlington, (UTA) Texas. He has published (coauthored) 22 books, some of which have been translated into Chinese, Japanese, Korean, Spanish and Russian. Also as e-books and paper back (Asian) editions. He has supervised 115 Masters and 32 Doctoral students. He has published extensively and conducted tutorials/workshops worldwide. He has been a visiting professor in National university of Singapore and electronics and telecommunications research institute (ETRI), Taejon, Korea. He has been a keynote speaker in many national and international conferences. He has been a consultant to academia, industry and research institutes. He has been an external examiner for several M.S. and Ph. D. students worldwide. He has been a reviewer of research proposals from Brazil, China, India, Korea, Singapore, Taiwan, Thailand and US. He was invited to review applications for recruitment and/or promotion of faculty in various Universities (US and abroad). He is an IEEE Fellow. He has been a member of the academy of distinguished scholars, UTA.
