The cataclysm that Mischief caused, splitting open the skin of the world, poured chaos magic all over the landscape. Mother shut it down almost immediately, but the damage was done, transforming Ivernia, both the land and the inhabitants, in a thoroughly chaotic, massively disruptive way.
Things have settled down somewhat, but not entirely; whether Mother intended it or not, the rip between worlds wasn't completely repaired, and chaos wells have erupted, sending turquoise waves of magic, carrying monsters and causing mutations, into every corner of Ivernia. Constantine, Lord of Logic, hates this, and feels the urge to repress, or at least control the wells. Mischief is simply wary of who or what might be stupid enough to try to use the power there.
It shouldn't be a problem, really; why would anyone go anywhere near a roiling cloud of chaos magic, hoping that something good, or even bad, or simply transformative, would happen to them?
Apparently...some folks would.
