This book explores the development of Civil Society co-operation networks between member states of the European Union and neighbouring countries such as Russia, Ukraine, Moldova, Turkey and Morocco. It critically analyzes the role of the EU and its policies in promoting these networks and investigates how the EU is perceived as an international actor with the larger regional context of "Neighbourhood".
