Moving from general principles and determinants to the growing co-operation between the European Community and Maghreb states, and then onto the EU's responses to recent problems in Maghreb countries, this study concludes that a more assertive EU presence is needed, otherwise there will be damaging costs for the already fragile regional stability. The text mixes historical, political and economic analysis.
