Bernd Wengmann wurde 1932 in Dortmund im Ruhrpott geboren und erlebte die Kriegsjahre in Deutschland. Nach dem Volksschulabschluss absolvierte er zunächst eine Lehre zum Baumschulisten, um später Landschaftsarchitektur in Osnabrück, Niedersachsen zu studieren. Im Jahr 1957 heiratete er die gebürtige Schweizerin Lea Wengmann, mit der er bereits seit 66 Jahren verheiratet ist. Aus der Ehe gingen drei Kinder, zwei Söhne und eine Tochter, hervor. Nachdem er in Bonn neun Jahre lang als Bürochef tätig war, zog er mit seiner Familie in die Schweiz, um sich als Landschaftsarchitekt selbstständig zu machen. Nach dem Mauerfall baute er 1990 einen zweiten Firmensitz in Dresden auf und pendelte anschließend 19 Jahre lang zwischen der Schweiz und Dresden hin und her. Im Jahr 2007 trat Wengmann in den Ruhestand und wanderte 2009 gemeinsam mit seiner Frau mit 77 Jahren in das gemeinsame Paradies nach Hua Hin in Thailand aus.
