Life. Does it have value? Who makes that determination? American citizens had debated those questions for centuries. For the most part, the answers remained the same from generation to generation. Until 2028, when the Heartbeat Sharing Program became law. This government program altered almost everyone's view on the sanctity of life as well as the individual responsibilities of citizens. How can he help his parishioners manage the Program's strain on their families? What action can he take to minimize the burden on society in general? Can one man really make a difference?
