Michael French Metcalf is a member of the Carter family of New England. Educated at Middlesex School in Concord, Massachusetts, and the University of Pennsylvania, he also served in the US Navy. He received master's and PhD degrees in civil engineering from Stanford University. Following a lengthy career in the petroleum industry, he entered public service for the Town of Moraga, California, his home for many years.
