Louise Brown is a Reader in the Department of Social and Policy Sciences at the University of Bath, UK. Richard M. Walker is Chair Professor of Public Management in the Department of Public Policy, and Associate Dean in the College of Liberal Arts and Social Sciences, at the City University of Hong Kong, Hong Kong.
