Le progrès escompté est ainsi décrit en termes modestes et accessibles, assisté par la mise en Ïuvre intensive de l'énergie alternative (solaire - photovoltaïque) au service de l'éducation de masse.
L'association d'efforts fournis par les firmes privées, les organisations non gouvernementales, la Communauté Internationale et les Ministères, focalisés a travers un plan national de développement bien conçu, permet enfin d'entrevoir dans le moyen terme le renouveau socio-économique tant souhaité par tous à la veille de la célébration du bicentenaire de l'Indépendance Nationale.
The first expressions of the author relate to the events which took place after Haiti's independence proclamation in January 1804, a result of the victory over the Napoleon's army by Negroes brought in from Africa. The analysis which follows refers to the slowness of advance in the country, associated with ethnic diversity, discrimination, among competitive social groups, a false interpretation of the power concept, too often equaled by leaders to a capacity to destroy. Most obvious was also an absence among the elites of motivation in support of the poor.
Determined to reach concrete and rational conclusions, the author seeks and develops a formula based both on historical facts and on an ontological approach. He proposes to apply it for transforming the human elements into motivated citizens, focusing proposed action on two main objectives: the elimination of obscurantism, and a substantial growth in the national domestic product. Before finalizing a course of action the author suggests the rejection of several quasi-options of future planning patterns, since their non patriotic character, or their excessive profitability irrespective of public well being, make them unacceptable. Then the selected formula points the way to an endogenous avenue open to an array of partners operating in the neo-liberal sector, in full recognition and profit of the exigencies of globalization.
The expected progress is described in modest and feasible terms, supported by the implementation of alternative energies (solar Ð photovoltaic) at the service of mass education.
Therefore, private firms, NGOs, the international community, the pertinent Ministries, all working in association within the scope of a well conceived development plan, will be able, in the medium term, to achieve the socio-economic renewal, called for by everyone on the eve of the bicentennial celebration of our National Independence.
