Pawel Modrzyński, PhD, is Associate Professor in the Faculty of Management at the UTP University of Science and Technology in Bydgoszcz, Poland, of which he is also financial auditor. The author of many publications on public management, higher education financing, and public finance, he has for several years specialized in the organization, management and auditing of Shared Service Centers.
