Public administration is considered to be a field of practice. Yet, as an academic discipline it relies on a vast history of literature. Students preparing to embark on their careers must identify theoretical relationships and understand how they link to practice. This book offers a framework to help them decipher key approaches. The framework is presented in 3 main conceptual components with prescriptions for practice: Constitutional (the bureaucrat), Discretionary (the entrepreneur), and Collaborative/Direct Democratic (the steward). The textbook includes a course outline for instructors and corresponding lecture slides on CD, and question and answer sets for students.
