These costs are mainly induced to market failure, especially externalities: Car drivers don’t take the mutual impediment in consideration. In conclusion, every car driver causes the congestion while also suffering from it simultaneously. This phenomenon makes it difficult to find the right solutions in order to internalize the external costs. However, by following the Pigovian Tax strategy (congestion pricing) and by using additional advanced technologies the congestion costs can be reduced or even avoided effectively.
