DAVID B. PANKRATZ is a research consultant in arts policy, management, and education in the Washington, D.C. area. The author of numerous articles on public policy, the arts, and arts education, Dr. Pankratz co-edited The Future of the Arts: Public Policy and Arts Research (Praeger, 1990).
