Stephan J. Goetz is Professor of Agricultural and Regional Economics at The Pennsylvania State University and Director of the Northeast Regional Center for Rural Development. Floor Brouwer is Head of Research Unit Management of Natural Resources at LEI (The Agricultural Economics Research Institute) in they Netherlands, with responsibility for the coordination and management of research on management of natural resources.
