Franklin De Vrieze is Senior Governance Adviser at the Technical Advisory Unit of the Westminster Foundation for Democracy in London, UK. Philip Norton is Professor of Government at the University of Hull, UK, and sits in the UK House of Lords as Lord Norton of Louth. He was the first chair of the House of Lords Constitution Committee.
