For example, it takes a community-wide effort involving, among others, airport management, county and city officials, organized labour, hotel associations, convention and visitor s bureau, private enterprise and chambers of commerce to come together with a vision of what is needed and to carry the plan through. The importance of location is indisputable, but is not the sole determining factor for a successful base-port operation. Support facilities and infrastructure, such as airlift and lodging capacity, efficient ground transportation and telecommunications, experienced manpower, properly staffed and trained regulatory agencies and security bodies, as well as the enthusiastic backing of the general public are equally important.
