Mhamed Biygautane is Assistant Professor of Public Policy and Management in the School of Social and Political Sciences at the University of Melbourne in Australia. He is the author of The Institutional Context of Public-Private Partnerships: Lessons from the Arab States of the Gulf Cooperation Council published in 2022. He specializes in public sector reform and explores topics such as privatization, infrastructure public-private partnerships, business-society relations and knowledge management, and public sector training in the context of the Gulf Cooperation Council (GCC) states. Mhamed holds a PhD in Public Management and a Master of Public Policy and Management from Monash University in Australia.
