Theodore L. Garrett is senior counsel with the law firm Covington & Burling LLP in Washington, D.C. He has been extensively involved in litigation, administrative proceedings, and counseling in environmental law matters for over 30 years. Mr. Garrett was chair of the ABA Section of Environment, Energy, and Resources in 20002001 and has served in several section leadership positions, including the council and executive committee. He currently serves as a contributing editor to Trends. Mr. Garrett is a member of the American College of Environmental Law, where he serves on the Board of Regents. He is a frequent speaker at environmental law conferences and has written extensively on environmental law topics. He is editor of the Environmental Law Manual (1992) and RCRA Policy Documents (1993, with Joshua D. Sarnoff) and is a contributing author of The Clean Water Act Handbook (3d ed. 2011), Environmental Litigation (1999), Environmental Liability and Insurance Recovery (2012), Litigators on Experts (2010), and Practice under the Federal Sentencing Guidelines (2012). A graduate of Yale College and Columbia Law School, Mr. Garrett served as a law clerk for Supreme Court Chief Justice Warren Burger.
