Shenggen Fan is Director of the Development Strategy and Governance Division of The International Food Policy Research Institute, USA. Ravi Kanbur is T.H. Lee Professor of World Affairs, International Professor of Applied Economics and Management, and Professor of Economics at Cornell University, USA. Xiaobo Zhang is a Senior Research fellow in the Development Strategy and Governance Division at the International Food Policy Research Institute (IFPRI) and leader of IFPRI's China Program.
