Ray Winson was born and raised in New England. After graduating high school in 1963, he enlisted in the United States Navy, serving as a Cryptologic Technician until his retirement in 1993. He served in Puerto Rico, Germany, Maryland, Okinawa, the Philippines (where he earned distinction as the Senior Sailor of the Year for the Naval Security Group Activity, Clark Air Base). There he performed specialized cryptographic analysis aboard numerous Seventh Fleet ships. Returning to the states he served as a Navy Recruiter in New York City and then transferred to Guam, Hawaii and his final assignment was as the Senior Enlisted Advisor to the Commander Naval Security Group Detachment, United States Army Intelligence School Fort Devens, Massachusetts. He is a graduate of Western New England College and is married to the former Jenny Solivan of Cayey, Puerto Rico. He currently resides in Virginia with his wife and children. Robert E. Featherer - 27-year Navy CWO4 Cryptologist serving at Naval Security Group Activities (NSGA) Sabana Seca Puerto Rico; Bremerhaven, Germany; Edzell, Scotland; and Northwest, Virginia USS PALM BEACH (AGER-3), USS CARON (DD-970), Naval Security Detachment Norfolk the NSA,and Fleet Combat Training Center Atlantic. I participated in two and a half Mediterranean cruises, a Black Sea sortie, Baltic Sea exercises, numerous Northern Atlantic exercises and a Barents Sea expedition, various Caribbean exercises, Panama Canal Transits and operations off the coast of El Salvador. Directed the building and subsequent operation of the Device 7B4 OUTBOARD trainer at which numerous LANTFLT ships received training in the operation of the tactical sensor. As a civilian, trained the U.S. Coast Guard and various U.S. agencies in the loading of cryptographic key and the transmission of cryptographic key over-the-air; singularly authored the initial transcript of the operations manual for the Advanced Narrowband Digital Voice Terminal for the U.S. Army
