The State Planning, unlike National Planning, does not usually follow a serious academic and consultative process. It very often lapses into a hurriedly drawn mechanical exercise soon after the receipt of a letter from the Planning Commission. As a result, the budgetary considerations impact the State Plan rather than the State Plan determines its budgeting-process. The absence of required knowledge back-up is also one of the reasons explaining the quality status of State Plan. A Handbook on State Planning is designed to guide the State Planners to improve the quality of the State Plan.
