In England one would have put it down to George II.’s time, but in St. Petersburg everything looks fifty years older than it is, because fashions used to travel slowly there from France. Among the faded gilding of stucco pilasters and allegorical emblems of the virtues and the arts, are hung the obscure portraits of long-forgotten men—philosophers, governors, and generals—who were of importance enough in their day to be painted for the remembrance of posterity. Glaringly fresh among the others hangs the portrait of the hesitating gentleman whom the accident of birth has left Autocrat of Russia, whether he likes it or not. The hall was dedicated to the discussion of “Free Economics” by some scientific body, but never before had economics been discussed there with such freedom as during those November nights when the Central Strike Committee, or Council of Labour Delegates, chose it for their meetings.
