After the killing of Uthman - may God have mercy on him - the Muslims faced two of the most serious problems that had been presented to them since the caliphate of Abu Bakr. One was related to the caliphate itself, and the other was related to establishing the system and enforcing God's command regarding whoever killed a soul for other than a soul or corruption on earth. The day the Muslims were killed, Othman did not have an imam to manage their affairs for them, maintain their order, enforce their authority over them, enforce God's limits upon them, and after all this take care of the affairs of this huge state that Abu Bakr and Omar established, and Othman increased its expansion in the East and the West. This country, which was conquered to them and where their authority had not yet been established, was in need of someone to control its affairs, govern its system, and remove its borders, which were not established until they were changed. Because of the continuity of the conquest from the time Abu Bakr rose to power until the sedition broke out and the Muslims were occupied with it, or a group of Muslims were occupied with it, rather than with the conquests.
