God - Glory be to Him, the Most High - the Owner of all creatures, the Creator of the heavens and the earth, has known in His eternity that it is not possible for this universe, which continues under His rule, to set its affairs straight unless there is a constitution that regulates the relationship of beings in a way that does not deviate from it, and it is not possible for humans to live connected to God and influenced by His commands. He will enact His laws unless He legislates for them a constitution that is consistent with the nature with which He created them, and is consistent with the secret of creation according to which He created them. This constitution is manifested in two things: the inspiration settled in the decision of the human conscience; When He inspired every created being with the meanings of good and evil and illuminated for souls the path to their guidance and immorality, then the messengers and prophets - may God's peace be upon them - were inspired by their lives and deeds that God revealed, and their books that He revealed to them, so He defined for people the parameters of faith and good deeds, and illuminated for them truth and falsehood, and made clear to them what to do. To be satisfied, what should they pray to avoid the snares of Satan? He explained to them the consequences of both matters. His will - the Almighty - required the enactment of this constitution that includes His decree and destiny, and it is an eternal and complete constitution, as it is from God and does not accept renewal. It does not come from deficiency or shortcomings, because God Almighty knows all the affairs of His servants, what is good for them and what is harmful to them.
