American diplomats, their wives and children, and Kuwaiti nationals accustomed to living in a well ordered society, are trapped in violent and out of control events that lead to an ultimate test of courage in a confrontation with a military force that does not care whether people live or die.

Peter Fleming and Steven Tremaine are a two man CIA intelligence team from the embassy in Baghdad trapped in Kuwait when the invasion takes place. Steve Tremaine is left behind when western nationals are allowed to leave several months later because he is compelled to fight off an Iraqi army squad on his way to the embassy, missing the evacuation.

Mustafa al-Riaz, a veteran of the war with Iran, is an Iraqi security agent trained in engineering and uses the interaction of circumstances and events to obtain information and manipulate the actions of others. Mustafa has followed the CIA team from Baghdad, remains in Kuwait after the invasion and realizes that one of the CIA intelligence officers has not evacuated with embassy staff, believing that his mission is to help the Kuwaiti resistance. As Mustafa leads a unit to destroy the resistance, he begins a relentless search for the CIA employee and the people who are giving sanctuary.

The international coalition is building toward Operation Desert Storm and the liberation of Kuwait.

Peter Fleming, the second man on the CIA team who was able to leave with the embassy evacuation, is embedded with a company in the 1st Marine Division in Saudi Arabia and is ordered to find Steve Tremaine at any cost. After Kuwait City is liberated, he joins a Kuwaiti army officer and another resistance fighter to follow clues to his partner's fate.

A third CIA intelligence officer from the Baghdad station, George Winston, is embedded with the 1st Infantry Division and witnesses the assault into southern Iraq.

In their separate unit assignments, the CIA officers become part of the allied breaching operations against Iraqi defenses, the Iraqi counterattack at Emir's Grove, the battles on the IPSA Pipeline Road and at Kuwait International Airport, and a 1st Infantry Division sortie at Safwan.

As Operation Desert Storm is launched, Steve Tremaine and a Kuwait resistance fighter are captured. Mustafa al-Riaz is determined to bring these men to Iraq for punishment and will stop at nothing to achieve this goal.

Mustafa and his squad survive the U.S. Navy assault on the Highway of Death, the American VII Corps obliteration of the Tawakalna Republican Guard Division at the IPSA Pipe Line Road and the 1st Infantry Division sortie to Safwan, Iraq to hold ceasefire negotiations.

If Steve Tremaine and his Kuwaiti resistance partner are not freed before the Iraqi withdrawal from Safwan, they will disappear forever into the prisons of Iraq.

In the end, Mustafa does not realize that he is also swept into the configuration of events and circumstances that become a maelstrom of violence, destruction and defeat for his countrymen that ends with the annihilation of a Republican Guard Hammurabi Division brigade at Basrah.
