Born in Gibraltar on 13th November 1937 Joe Caruana. Attended the Gibraltar Technical College. Draughtsman and studied Design Engineering at the London Polytechnic . In Gibraltar to started business in the Frozen food business. Joe was appointed Minister for Medical Services from 1969-70, and then Minister for Public Works from 1970-72 in the Government of Gibraltar. Immigrated to Canada 1975, where he started a business in the Industrial Diamond Manufacturing industry. Around 1984 Joe volunteered to help help teenage prostitutes and drug addicts in Calgary Alberta which was run by lay Franciscan brothers. He moved back to Gibraltar with the idea of starting a Rehabilitation Centre for addicts. In 1991 Joe pioneered the Narcotics Anonymous group in Gibraltar. That same year Joe started two other groups, 'The Family Group' and the 'Drug Advisory Service'. Joe continues to give valuable counselling. Joe is an accomplished painter, and his paintings have sold worldwide. Joe has written five books, "SPIRIT OF THE PHOENICIAN" his own autobiography. "WHEN THE HANGMAN CAME" is a true murder story., "THE IRON KNIGHT OF MALTA" is a historical novel.. Two Biographies , Joe's brother, "EYES SET ON HEAVEN", and "THE LIFE AND TIMES OF SIR ROBERT PELIZA".
