In Pearl Harbor's case, the goal was to bring the U.S. into World War II to defeat Nazism. But the cost of 9/11 seems unjustifiable to Anya, and her doubts only grow stronger. Upon finding out that not only the U.S. but other countries, like Russia, use similar tactics - for instance, the bombing of apartment buildings in Russia to justify the war in Chechnya - Anya realizes just how cynical politics can be. Soon, she is assigned her own mission to cause a rift in Eurasia to protect U.S. interests, initiating operations in Georgia and Ukraine. Although her missions succeed, her internal conflict becomes unbearable. Later, when the Israeli authorities allow a Hamas attack to lead to catastrophe in Gaza, Anya learns about it as yet another example of controlled chaos. This situation creates tension with her lover, Sarah. Anya begins to grasp how much pain this ruthless strategy has caused. Unable to stay silent any longer, Anya decides to expose the Theory of Controlled Chaos. Her betrayal sparks the anger of the CIA, Russian intelligence, and Mossad, and a hunt for her begins. But under the weight of the revealed facts, governments are forced to change their policies. Theory of Controlled Chaos is a powerful story about moral dilemmas, the hidden side of global conflicts, and personal responsibility to humanity.
