Attacks by transnational terrorist groups cause on average 30,000 deaths a year worldwide. Despite attempts to codify international law on transnational terrorism, the crime remains contested. Using organisational network theory, this book probes the limits of international criminal law in bringing transnational terrorist groups to justice.
