Terry O'Connor is a partner and director of government contracts at the law firm of Berenzweig Leonard LLP in McLean, Virginia. He has practiced government contract law for over forty-five years, both as a federal government attorney and as a private litigator of government contract claims, appeals, and protests. For over thirty years, O'Connor has been teaching government contract law to contracting officers, contract specialists, and other government procurement professionals. He is the author of several books, including The Government Manager's Guide to Contract Law.
