The Special Issue is based on contributing papers to the UN Global Assessment Report on Disaster Risk Reduction (GAR19). The Global Assessment Report was launched in May 2019 in a special session at the Global Platform for Disaster Risk Reduction, which attracted around 4000 people from almost all countries in the world, and is widely known and accessed. Aligned with the with GAR19 key themes and messages, the Special Issue elaborates on selected primary findings of GAR19, with a special focus on the interplay between data and policy in addressing the systemic nature of risks. The selected papers highlight opportunities for data interoperability and analyzing disaster risks more holistically, thus speaking to the systemic nature of risks.
