This has become even more pronounced since the attack on the World Trade Center in 2001 and is vented in the US and European (EU) Security Strategies respectively. An assessment of these strategies concludes the existence of a hard and a soft option in security policy. The further development of the European Security results in the European Neighbourhood Policy of the EU determining the soft option for the EU. However, this the EU is unable to realise as intended: though emphasising a multilateral approach, development cooperation and financial and technical aid for states in the EU periphery depend on the success of the Europeanisation project, meaning shared Western values, norms and standards. The ENP documents the assumption that the establishment of communities of shared European values equals the establishment of secure communities. To analyse this assumption, this paper examines the function of the sociological construction of security, danger and risk, and the change in their perception. This leads to the thesis that the EU as a representative of the West adheres to the conviction of the Western democratic liberal nation state as the model of success which is to be reproduced by its transfer to all societies. As a solution to the changed global security situation this represents not only a limited response, but causes effects, thereby contributing unintentionally to the global risk situation and increasing its complexity.
