It took ages to convince that, to deny woman the rights she deserves is not only the violation of Human Rights but the main cause of world poverty. The U. N. O. and other international agencies have been trying hard to pass on this message to the community at large. Most of the countries have agreed to commit themselves to this new philosophy. But there is a big gap between preaching and practice. It is easy to amend the laws but difficult to bring an attitudinal change. This is the challenge, the world is facing today. Our efforts should be to bring this change as smoothly as possible. Woman has to come forward to take up this challenge. But she has to be very calculative in her struggle for achieving these objectives, without disturbing the peace.

Shamim Aleem was born and raised in a distinctive Muslim family of India, her father was a member of the Indian Police Service (IPS). She had the added advantage of spending a bulk of her adult life in the much-appreciated cultural milieu of Hyderabad Deccan. It was the emphasis on the education of girls laid down by her parents during her impressionable age that remained with her, conducting her own life and work as well as that of her offspring. On her selection for a teaching post in the prestigious Osmania University, she moved to Hyderabad; married another academician professor, M. A. Aleem; and continued her pursuit of knowledge and acquired a PhD in personnel management besides her master's degrees in political science and public administration. She served Osmania University for thirty-five years in different capacities, such as chairperson of the department of public administration and the board of studies, and a member the Osmania University Academic Senate. She has published more than a dozen books and has contributed a large number of articles in national and international journals. She has conducted many research studies and organized a number of seminars. She was awarded with the Fulbright Scholarship in 1988, where she worked with the Police Foundation in Washington, DC. Her area of specialization is women studies with special reference to women police. She was the first to write a book on women police in India. After the demise of her husband and her subsequent retirement, she moved to the United States in 1996, where her children have settled. For quite some time, she has been working on the most significant and burning topic of the day: women, peace, and security, which has now taken the form of this book. She has made a survey of the status of the women in different countries of the world. She has discussed in detail the various aspects of violence against women. She has focused her attention on the efforts made by UNO and other international agencies in convincing the world that equal rights to women is not just a human rights problem, but it is the main cause of world poverty.
