The historicalsense of many writers and historians have told them that inthe present case or in the past, not just country or just oneman was solely responsible for the outbreak of such anepidemic and holocaust which left the entire world into shattersand upheavals.A little study and the speculations of the various diplomaticdocuments like the White, Yellow, Blue, and Orange pieces ofliterature which were earlier issued by the English, French,German and Russian Governments; had convinced the writersof the world that these diplomatic documents were not relevantand reliable enough to come to the conclusion of holdingGermany and a single person as the sole responsibility ofaggravating the warlike situations in the World during the phaseof the World War I.However, the new socialist governments of Austria andGermany in 1919 had published a very complete and reliablecollection of diplomatic documents from the secret archiveswhich were related to the diplomatic crisis of July 1914; andseemed reliable enough to provide the information or materialsfor reaching some tentative point of opinion or conclusion aboutthe possible and immediate causes of the World War I. TheAmerican Historical Review which was published during thetime of 1920-21 called to the attention of the scholars fromworldwide that there was a need to reconsider the opinions orconclusions that were formed during the heat of the battle asto the immediate causes of the World War I and the oneswho were responsible for causing it. The publication of morediplomatic documents during this era especially from thesources of the Russian province, along with the refusal of theBritish and the French governments to issue any completeddocuments or convincing records of their conduct during thetime of July, 1914; there rose a group of writers and literatureexperts in history who demanded the revision of the clause inthe Treaty of Versailles which declared that Germany and someof its allies were responsible for the outbreak of the World WarI. Some of the writers especially the anti-Poincare writers or therevisionists in France, the final opinion or the conclusion was indanger of swinging as far as the golden meaning of thehistorical truth were formerly followed in the path of the greathistorians.
