Seit vier Jahren leisten deutsche Politikberater in der Ukraine Aufbauarbeit: die Deutsche Beratergruppe Wirtschaft. Die Fachleute unter Leitung von Axel Siedenberg (Mitglied der Geschäftsleitung der Deutsche Bank Research) und Lutz Hoffmann (ehemaliger Präsident des Deutschen Instituts für Wirtschaftsforschung, DIW) unterstützen die ukrainische Regierung, das Präsidialamt, die Nationalbank und das Parlament mit empirischen Analysen und praktischem ökonomischem Rat. In dem Band sind Tagungsbeiträge zusammengetragen, in denen Vertreter des Internationalen Währungsfonds, der Weltbank, der Osteuropabank und anderer Institutionen die bisherigen Erfolge des ukrainischen Transformationsprozesses sowie die nach wie vor bestehenden Hindernisse analysieren. Es findet sich dabei sowohl eine Bewertung des Wachstumspotentials des Landes als auch eine Untersuchung der bisherigen makroökonomischen Strategien und institutionellen Reformen. Daneben gibt es eine kritische Auseinandersetzung mit der Subventionspolitik und mit den Anreizen für Direktinvestitionen.
