The Technical and Trades Training Institute (ILTP) in Papar, managed by MRD&IT is currently offering Technical and Vocational Education, and Training (TET) courses accredited by Jabatan Pembangunan Kemahiran (JPK) at levels 1 and 2. The main purpose of the study was to assist Sabah State Government through the Ministry of Resource Development and Information Technology to make recommendations for future upgrading of TET programmes accredited by JPK conducted by Technical and Trades Training Institute (ILTP) in Papar to higher levels, namely levels 3, 4 and 5. The study employed a mixed-method approach, making use of cross-sectional data obtained from secondary sources as well as from empirical findings. It is found that JPSM s vision and mission statements synchronised well with the federal and state human resource development objectives. However, it is recommended that JPSM translates these vision and mission statements into operational and tangible terms so that they could be understood and implemented at all levels in JPSM and TET partners.

He was trained as a chemist and received his doctorate in science education from Temple University, USA. He has been a consultant to organizations such as the World Bank, UNESCO, RECSAM, Ministry of Education, Malaysia, Sabah State Government.
