Later, upon opening the sealed envelope, it appears the Pentagon wants to hatch a plot and commandeer the Garcia. With the ship's military supplies, they want to arm the Philippine guerrilla forces, which are fighting the terrorist group Al-Ziara, who are taking over the island of Mindanao. The plot will make it appear that the Garcia has sunk. The crew will get off safely, except for Harry, whose death will be staged. A new life and identity to his liking will be provided. Harry meets with Captain Bruce Dunbar, the stranger who gave him the envelope. Harry sees few disadvantages and many advantages to the plan. Aboard the Garcia, Captain Dunbar's Navy SEAL team plant products that provide the illusion of a fire, and one that will spin out of control quickly and blow up the ship.
