This paper attempts to link the concepts of new public management with its main pillars, public ethics, governance and social responsibility. New public management arises as a response to the dissatisfaction of citizens who feel that the state does not meet their expectations in terms of public services and the needs that they, as central members of a country, have the right to demand. This is why all countries, especially those in Latin America, are making great efforts in this new management paradigm. This new way of doing public management is based on the principle that the government can consciously direct its service strategies towards the user and at the same time be service oriented.
