Collaborative governance is the art of public administration which encompasses the government, business and civil society sectors. It can be implemented through the use of policy network composed of the three above-cited sectors. Policy network can be analyzed in terms of structure, process and outcomes. This conceptual framework was used in the case analysis of Albay Province, Philippines in terms of its programs in climate change adaptation and disaster risk reduction and management, which have made the province a global exemplar in CCA-DRRM.
