These areas require capabilities-based forces able to perform full-spectrum operations ranging from peacekeeping, stability and reconstruction missions to major combat operations. By employing the Army Force Management and the Universal Joint Task List the study examines the development of the Romanian Army's current and programmed capabilities and identifies capability gaps, capability needs, and DOTMLPF solutions that might contribute to reducing the force planning shortfalls. The study is a useful assessment tool of the Romanian defense capabilities which can be applied to analyze the defense transformation of other Central and Eastern European countries that went through a similar defense transformation process.
