In Kerala,India,for example,female and child mortality rates declined dramatically in the 1960s, when girls who were schooled according to the education reforms after 1948 began to raise families.Now, if education imparted by schools does not have value, then the crores of money spent is a waste. At least the student must be able to read proper English and do basic Mathematics, after studying the subject for seven years. This has been the case with Maharashtra, as mentioned in ASER (2007,2008) report.The objective of this study is to analyse the causes of drop out rates in Maharashtra, and focus on the SSA and its efforts to improve quality of education. Especially focussing on the Public NGO partnership to improve the quality of education.
