The Author, Dr Abel Abotutu, is a Senior Lecturer in the Department of Geography and Regional Planning, Delta State University, Abraka, Nigeria. His areas specialisation includes: Urban and Regional Planning, Settlement Geography and Housing Studies. He has published many scholarly articles in reputable journals both at home and abroad.
