The first fold of this book defines government in three distinct ways. Firstly, government as a process or an act of governing, secondly, government as an institution of the state and lastly government as an academic field of study. Concepts of government such as democracy, military rule, feudalism, oligarchy inter alia are also discuss in this part. Citizenship and the methods of acquiring and loosing citizenship also forms the core of this division of the book. Principles of government such as separation of power and the rule of law are also succinctly explained. This aspect of the book ends with a comprehensive explanation of public administration, the civil service and local government administration.
