World-wide, the society is composed of two classes- the urbanite and the ruralites. The former is synonym to richer while the latter is to poorer. Those poor are living happily with their hobbies and scarcities. In the developing countries like India, the 75 per cent of the rural communities are agricultural driven, earning livelihood in the plains or upland farming. For them, agriculture is an important activity, despite of the fact that 1/5th of the land represent irrigated agriculture, is the rain-fed agricultural land almost 1/3rd is the pastoral or forest land which is inaccessible for any earnings. Present study conducted in 26 panchayats of the Himalayas, extrapolated many problems to which the rural-elite have had married with their jobs.
