This study explores the right of access to information and the challenges faced by visually disabled and hearing impaired persons in exercising their right of access to information, media and Information Communication Technologies (ICT) in South Africa. The right of access to information is presented as a fundamental human right by international human rights instruments, Article 9 and Article 21 of the Convention on the Rights of Persons with Disabilities (CRPD). In South Africa, Section 32 of the Constitution of 1996 guarantees the right of access to information to all. This implies that every one shall have equal rights of access to information without any qualification or disability based-discrimination. This study also critically analyses South African legislation on access to information, ICT and the implications of the ratification of the CRPD on equal access to information for visually disabled and hearing impaired persons.
