The author, PhD from the University of Louvain (Belgium), is now a Professor Emeritus at the University of Porto (Portugal). In recent years he has been a consultant for French Higher Education Evaluation Agency and for international organisations regarding Education Policies in Portuguese Speaking African Countries.
