The world is in the shadow of a natural catastrophe; a dust cloud trapped in Earth's orbit, blocking out the sun for most of the year. The dictators Intrum and Justica used the weaknesses of the international response to the crisis, to get into power. Now their power is absolute, the only force that keeps them in check is the Federation of Police Authorities, a global Police force, set up to bring order to a crumbling world, ravaged by darkness, wars and civil unrest. Goscote is a town that has lost most of its population to poverty, disease and infighting and now the survivors huddle in the old town hall for safety. The governor has run out of ideas to keep going and his popularity is waning. Then the old governor unexpectantly dies and leaves Edward, the governor's young aide, in charge. To cope with his new role, he would often hide in the old tower block away from the rest of the community to think. To pass the time he watches the sky with an old telescope left to him by his old teacher. Beyond the cloud, lies a brooding white light, only just visible through the cloud.
