This research work is centred on the Impact of Human Capital Development on Organizational Productivity in the Nigerian Public Sector using Nigeria Ports Authority (Delta Ports, Warri) as the organization under study. Nigerian Ports Authority (Delta Ports, Warri) is a Nigerian public organization owned by the Federal Government of Nigeria. Various literatures on human capital development and organizational productivity was reviewed as this study seeks to examine the impact of human capital development on organizational productivity. The study have the objectives of ascertaining whether human capital development does enhance employee productivity and if it will improve service delivery by employees. Hypotheses were formulated for this study. The formulated hypotheses were tested with the chi-square (X2) statistical technique under 0.05(5%) level of significance. Primary data was obtained for this study via survey research design using questionnaire and interview. The study obtained sample data from 226 employees of Nigerian Ports Authority (Delta Ports,Warri). The simple random sampling technique was adopted in the administration of questionnaire.
