Garold D. Oberlender is professor emeritus in the School of Civil and Environmental Engineering at Oklahoma State University, where he served for 35 years as coordinator of the graduate program in construction engineering and project management. He is also a co-author of Estimating Construction Costs, Sixth Edition and Formwork for Concrete Structures, Fourth Edition. Gary R. Spencer, Ph.D., PE, worked over 30 years in the engineering and construction industry on hydropower, pipelines, roads, buildings mines and process plants. He is a former professor of construction management and construction engineering. He has taught courses in Planning, Scheduling and Control, Construction Estimating, Contract Administration and Resource Management. Rose Mary Lewis, P.E., retired vice president of engineering and construction, started her engineering career with the US Department of the Interior's Bureau of Reclamation. She worked for the Iowa Department of Transportation and enjoyed an expansive career in the natural gas industry (NGI). She has experience in managing information technology and communication system projects.
