Under such circumstances, loans, by increasing family income, can help the poor to accumulate their own capital and invest in income-generating activities The overall findings revealed credit rationing system in SACCOS was weak since it failed to discriminate creditworthy from non-credit worthy borrowers.For a rationing system to be effective it has to consider the factors that affect loan repayment during loan issuance.
