It examines how different political eras have reflected into different centers of power within the administration, but surprisingly same approaches to reform.The book concludes that administrative reform experiences in Lebanon were reflections of power conflicts within the political system rather than genuin attempts at enhancing the efficiency and effectiveness of lebanese public administration.
